Healthier workplaces across the whole municipality

How municipalities build systematic health work in the Health Portal, with the health factors and SAM as the foundation and support all the way.

Health factors in the municipality

From survey to strategy – for the whole municipality

The social partners in the municipal sector have agreed on eight health factors that make workplaces healthier. The Health Portal helps you work with them systematically – in four steps, and at every level of the municipality.

  1. Investigate

An employee survey with questions on the eight health factors from Suntarbetsliv – the same questions across the whole municipality, so the results can be compared.

    In the portal: Survey

  2. Analyse

The results are shown in spider charts for the municipality, each department and each unit. Strengths and areas for development are visible straight away.

    In the portal: Dashboard

  3. Plan

Activities are linked to goals and to the survey results – every activity should be able to explain which health factor it strengthens.

In the portal: Planning, Annual cycle

  4. Follow up

The next measurement shows the progress. The result becomes the basis for next year's goals – in the unit, the department and across the whole municipality.

    In the portal: Reporting

The eight health factors

  1. A fair and transparent organisation
  2. Present, trusting and engaged leadership
  3. Participation and influence
  4. Communication and feedback
  5. Prioritising work tasks
  6. Skills development throughout working life
  7. Systematic work environment management in everyday work
  8. Early intervention and work adjustment

Concrete in the unit – strategic across the municipality

Simple, measurable activities are the foundation. But real change requires the whole municipality to pull in the same direction, with shared goals at every level.

  • Overall level

Municipal leadership, HR and the central consultation group choose a few health factors to prioritise for the whole municipality and set shared goals in the annual cycle.

  • Department level

Each department compares its results with the municipality's and breaks the shared goals down into its own goals and activities.

  • Unit level

The manager and employees go through their own spider chart at a workplace meeting and choose one concrete, measurable activity.

More than a system

You are not just buying a new system – you get help to make the change succeed

A system changes nothing on its own. That is why you get three things on top of the Health Portal, with trained process leads and occupational health scientists at your side.

Example approach

How a rollout works in a municipality

From contract to follow-up after one year. The approach is adapted to your municipality, but the steps are the same.

First: the form of contract

Two ways to buy

Call-off under a framework agreement

If the municipality has a framework agreement in force that includes Helo Hälsa, you place a call-off under its terms. This is often the quickest way to get started.

Direct award

If the total value of the contract is below the direct award threshold – SEK 700,000 excl. VAT under the Swedish Public Procurement Act (LOU) 2026 – the municipality can make a direct award. The value is calculated over the whole contract period, including any extensions. We prepare a price proposal and supporting documents for your records.
